All US employers regardless of size need to complete a Form I-9 for employees they hire. There are a few exceptions like those hired on or before November 6, 1986, casual domestic work in a private home, and Independent Contractors.
The form seems pretty easy and straightforward but often they are completed incorrectly. As a Businesstown article stated, "the importance of I-9 compliance can't be understated." Read the full article here. There is a fine for every technical error per document. Possible penalties for substantive violations may go beyond fines to criminal prosecution.
Note, you should always check the "Expires" date in the top corner to ensure you are using a current version for New Hires.
There is also a strict record keeping schedule for active and terminated employees. All the details you need including the I-9 form, Instructions for Form I-9, and Handbook for Employers are on the US Citizenship and Immigration Services site.
